This 4 level display included only the top two levels.    The outside loop and the over under figure 8 were to be created from the dealer's stock.  No trains were included.  The price was $38.50.  The top level would later be offered separately as display 28136 in 1959 and the elevated figure 8 would be offered separately as display 28168 in 1960.
